Cupola Policy & Strategy is a Calgary-based firm led by public policy practitioner Mattie McMillan, MSc.
Cupola provides intelligence and analysis, in the Western Canadian context, through policy evaluation, event & process reports, and bespoke work for trade & professional associations, campaigns, institutions, and other subscribers.

Lt(N) Mattie McMillan ret’d, MSc, brings knowledge and deep strategic experience to the table.
Born and raised in Calgary, Alberta, Mattie started her career in policy as the VP External for the University of Calgary’s Students’ Union, later becoming managing the Calgary-Cross Albertan constituency office, before supporting industrial & trade reforms and regulatory reviews from land, to transportation, to energy, and more.
She holds a Masters of Science in Public Policy & Management from SOAS, University of London and a Bachelors of Arts in Political Science from the University of Calgary.
Our work aims to be EDI respective & ESG impactful.
We are based in Treaty 7 and work to better honour it.
