Cupola Policy & Strategy is a Calgary-based firm led by public policy practitioner Mattie McMillan, MSc.
Cupola provides intelligence, analysis, and policy science services in the Canadian context, through policy evaluation, event & process reports, and bespoke work for trade & professional associations, campaigns, institutions, and others seeking to navigate and understand the intersections of policy landscapes.

Lt(N) Mattie McMillan ret’d, MSc, brings knowledge and deep strategic experience to the table.
Born and raised in Calgary, Alberta, Mattie started her career in policy as the VP External for the University of Calgary’s Students’ Union, later managing the Albertan Calgary-Cross constituency office, before shifting towards supporting industrial & trade reforms and regulatory reviews from land, to transportation, to energy, and more.
She holds a Masters of Science in Public Policy & Management from SOAS, University of London and a Bachelors of Arts in Political Science from the University of Calgary.
Our work aims to be EDI respective & ESG impactful.
We are based in Treaty 7 and work to better honour it.
